FEATURES OF MASTER TRAINING THE UNDERGRADUATES IN THE RUSSIAN INSTITUTE OF CULTURE AND ARTS

Annotation: The article is devoted to actual problems of preparation of undergraduates in the Russian institute of culture and arts. The small time period that has passed since the beginning of the implementation of the programs of this level in the educational institutions of our country is underlined, which makes it possible to talk about the lack of established approaches to organizing the preparation of undergraduates. Examples are given of two models of managing the preparation of undergraduates used by a number of large institutions of higher education, which are based on a vertical management structure: 1) management concentrated in one department of the university; 2) management, distributed by faculties. There are specific conditions in which Russian institutes of culture and arts are located that carry out the preparation of undergraduates: a relatively small number of budget places; relatively high cost of paid tuition; dispersal of a small number of educational directions of the magistracy in several different groups. The author comes to the conclusion that the described conditions in the aggregate bear a number of difficulties in the preparation of undergraduates in the institutes of culture and arts, both educational and organizational, and of an economic nature. He offers as a solution to these problems in a complex use in the institute of culture of a mixed model of management of master’s programs, which in structure combines both the features of vertical and horizontal management. The paper describes the main principles for the formation of such a management model, as well as the results of practical implementation of the described principles in complex at the Chelyabinsk State Institute of Culture and Arts for the period of 2014-2018.
