NATIONAL POLICY AS A RESEARCH OBJECT. SYSTEM AND CIVILIZATIONAL APPROACHES: PROBLEMS AND PROSPECTS

Annotation: A wide range of national policy assessments in regional historiography determines the issues of relevance. The national policy of Russia is assessed from the position of ethnic minorities, social strata and geopolitical opponents. The debatable nature of the problems is determined by the scientific paradigms of change. Regional historiographers attempt to replace the “Marxist-Leninist” methodology with the principles of the “civilizational approach.” The basis of this activity is the thesis that only the “civilizational approach” allows to focus attention on the mechanism (genesis) of modern ethno-cultural processes among ethnic minorities. The article contains a criticism of the operational capabilities of the “civilizational approach” and scientific tools, which is used to identify the ethno-social consequences of Russia’s national policy during the 19th and early 21st centuries. The use of the principles of the system approach and comparative analysis underlies the proposed criticism. Approved (in Russia and neighboring countries) social technologies of the “national issue” solutions are included in the subject area. A system of universal indicators for evaluating the national efficiency policy is proposed on the basis of a multidimensional analysis. Indicators are focused on identifying the dynamics of changing the positions of the parties: the subject (state) and the object (ethnic minority) of the national policy. All parties are regarded as active participants in ethnopolitical and ethno-cultural processes. The problem of the mechanism (cause-effect relations) of historical “mythmaking determining,” manifested in regional historiography, is considered as an independent research field. For the first time in historiography, it is proposed to consider this phenomenon as an ethnic (ethno-cultural and ethnopolitical) process, that does not have a direct relationship to the historical science basic development tendencies. The working hypothesis of the existence of a direct relationship between the “civilizational approach” approbation (in regional historiography (culturology) studies) and the formed concepts of the national policy effectiveness evaluation rejection is formulated in the conclusion.
