Annotation: Changes in Russian legislation relating to the creation of an accessible environment in higher educational institutions suggest the provision of equal conditions for the development of educational programs adapted to the special needs of persons with disabilities. A number of activities of the Institute of Culture to create a barrier-free physical and educational environment are described: the preparation of adapted vocational educational programs, the organization of advanced training and instructing the teaching staff and university staff, the placement of orientation and navigation elements in the architectural space of the university, access to special training places for each health disorders. The directions of the organization of an accessible environment for persons with disabilities in the scientific library are considered with specialized technical means: type flash player, handheld video enhancer for reading, portable information induction system. The experience of using the adapted electronic information resources for persons with impaired health by sight in the electronic library systems University Library Online and Lan (a mobile application with a special service for the blind) is presented. The results of the survey of students and research and teaching staff on the subject of a general culture of perception of changes in the internal and external space of the university, changes in the information and technical support of the scientific library are given. It was concluded that the conditions of navigation in the architectural space of the university, and the technical equipment meet the modern requirements of the organization of an accessible environment, but their constant improvement is necessary, and the conditions for creating the appropriate psychological climate for comfortable education of people with disabilities are formulated.
