Annotation: The author analyzes the international and Russian experience at cluster development of regions, distinguishing the features of implementation of various kinds of cultural clusters as a way to improve the competitiveness of a region. Its application in special conditions of the particular region in case of Kuzbass is also depicted. The author analyses the cluster theory of American scientist M. Porter as good as the perspectives of the cluster approach to improve the competitiveness of regions through the implementation of cluster regional policy in USA, Japan, Germany, China, etc. The cluster approach added by new technologies in the field of culture is the conceptual plan for the development of regions now takes important place in Russia. The article considers the experience in interregional cluster development. It allows to implement international and interregional projects in the field of culture effectively and use fundraising as alternative source of funding in culture. This research paper depicts the experience of Kuzbass cultural cluster as the important element of the regional development strategy, and the forms of participation of the Kemerovo State Institute of Culture in the implementation of this Strategy and in building the effective cooperation with other regions and foreign partners. The author reveals one of the most important proviso of the further development of the region’s cultural policy through interregional cooperation agreements based on self-development and partnership. The author comes to the conclusion that the implementation of ambitious projects in the field of culture will lead to many positive effects in both, social and economic spheres, as good as will be one of the ways of post-industrial adaptation of the region.
