Annotation: We formulate the problematics in general terms and its connection with important tasks. The analysis of recent publications related to this problem allows us to state the research problem: in the 21st century, a civilizational approach to analyzing the functioning of various types of human communities – countries, states, unions, blocs, etc. – got a new breath. The purpose of the study is to clarify the essence of the Eurasian identity, its relationship with national identity and the direction of its long-term formation. To achieve this goal, it is necessary to turn to the wide scientific context of the theory of systems and analyze the main approaches to the analysis of social processes mentioned earlier. We have found that there are no universal criteria for belonging to civilizational communities, it is obvious that these criteria should have a purely ideological, that is, more arbitrary character. This arbitrariness is manifested in: a) absence of a system of this kind of criteria (that is, instead of a system, we have a set of attributes that can be arbitrarily quantitatively increased or decreased) b) arbitrary nature of the main feature of civilizational affiliation. The formation of the Eurasian identity in particular may include the following tasks: • public opinion research on the interest of Russian citizens in joining the Eurasian Union; • implementation of a comprehensive educational program designed to acquaint with the activities, structure and functions of all common Eurasian organizations and institutions; • cultivation of the Eurasian values, norms and principles of domestic political and social life; • conducting the broad campaign for students aimed at explaining the advantages and the need for integration into the Eurasian community; • organization of a coordinated long-term “Eurasian advertising campaign” in order to accustom the society to the benefits and inevitability of integration.
Keywords: civilization, group identity, Eurasian identity, geopolitics, nation, integration, European identity, globalization, “Eurasianism,” values.
