Annotation: The paper reveals the role of professor S.A. Sbitnev as a founder of Kemerovo library school and a founder of the scientific direction on a study of electronic information resources. The need of professional development in cultural institutions (libraries, museums, archives) is characterized. In the sphere of a site creation. Basic features of the official sites of cultural institutions are noted. The system of criteria for evaluation of quality of the official site of cultural institutions is given. The danger of the simplified subjective approach to creation of the official sites of cultural institutions leading to decrease in their quality is proved. Activities of Research Institute of Information Technologies of the Social Sphere in Kemerovo State University of Culture as a scientific center on a study and development of the official sites of cultural institutions and also as participant of the educational program “Technology of digital content of institutes of memory” are analyzed. The theoretical bases of development of the official sites of cultural institutions developed in Scientific Research Institute of Information Technologies of the Social Sphere in Kemerovo State University of Culture are shown. The unified model of the concept of site development is given. Features of the preparation of web texts based on the use of the formalized methods of the analysis and synthesis of information developed in Scientific Research Institute are characterized. Coherence of the theoretical postulates of site development and model of its concept contents developed in Scientific Research Institute highlights the document prepared at the international level “Interaction of Websites on Culture with the User. Recommendations.” Problems of professional development of heads of cultural institutions in the sphere of a site development are stated. The content of vocational training for heads of libraries, archives, museums of Kemerovo region in site development is presented.
