Annotation: The article is devoted to the cultural life of Omsk, one of the most important cities of Siberia, on the basis of a wide range of sources (archival documents, periodicals, personal documents) to a certain extent, re-created cultural and leisure of everyday life of the city. The authors used the newest results of theoretical researches on problems of the cultural needs with the necessity for their consideration in the context of socio-economic and political conditions of that time period. The study presents the official activities of high official of the Commencement Ministry V.V. Edlichko and his long interest in the works of Russian and foreign art. His position in life was an active. This resulted in the creation on its initiative of the society of artists and art lovers of the Steppe. The city had an art Studio where the exhibition took place. All this to some extent influenced the cultural life of pre-revolutionary Omsk. The identified forms of participation of V.V. Edlichko in cultural life of Omsk. It was expressed in the initiation of creating a society of artists and art lovers of the Steppe region, which he led. For some time, he financed the operations. Finally, his collection of art objects was bequeathed to the city. Today, these artifacts are in the collections of several museums. The article contains a conclusion on the formation on the example of the Eastern regions of the foundations of civil society in Russia in the early XX century. Due to the nature of the city, its role here was played by the bureaucracy, in which V.V. Edlichko occupied a special place. This process was interrupted by the First World War and Civil War.
