CULTURAL COOPERATION OF THE CIS COUNTRIES IN MODERN CONDITIONS: CHALLENGES, STRATEGY, OBJECTIVES

Annotation: The geopolitical transformations of our time have set new objectives in the organization and implementation of cultural cooperation. The foreign cultural patterns that have spread in countries, often alien to the national mentality, have led to the leveling of the cultural and civic identity of citizens, especially young people. At the present stage, which is characterized by the formation of a new multipolar world, the consequences of Westernization are being eliminated in the CIS countries, the strengthening of national identity and the development of cultural cooperation and the preservation of centuries–old civilizational and spiritual ties of the peoples of the CIS member states. The purpose of this study is to identify the role and strategic mission of cultural cooperation of the CIS countries in countering socio-cultural threats and ensuring the stability of the new multipolar world. The analysis of the foreign policy concepts of the CIS countries and the experience of their cultural cooperation has shown that culture is a basic element in the national security system of any country, as well as an effective way to strengthen international relations. The authors analyzed the experience and results of the work of the Commonwealth of Asian Educational Institutions in the field of culture, which unites institutes and universities of culture and arts of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Siberia. The priority tasks of the Commonwealth's activities are: training qualified personnel who understand the specifics and value of the national cultures of the CIS countries and are able to carry out professional activities in the context of digital transformation of the cultural environment. The development of cooperation between the members of the Commonwealth in the field of education, enlightenment, science, and creativity has gone from participation in each other's events to the implementation of common projects. At the present stage, three joint projects of the Commonwealth aimed at preserving the patterns of native culture and mastering the cultural heritage of other peoples, forming the experience of international cooperation among future cultural leaders, were included in the joint action plan for the implementation of the results of the Russia–Central Asia summit of the Ministry of Foreign Affairs of the Russian Federation.
