CLUSTER APPROACH TO REGIONAL CULTURAL DEVELOPMENT: CONCEPTUAL BASES OF THE MODERNIZATION OF THE MUSEUM NETWORK (IN CASE OF KUZBASS)

Annotation: The current state of culture in the Russian Federation is at an important stage in its development. The central role in this issue is taken by the initiative of the country’s leadership to create federal cultural and educational centers (cultural clusters) in the territory of several subjects of the Russian Federation, including Kemerovo region. The purpose of this study is to analyze the rationale for creating the cultural cluster in Kemerovo Region, its role in functioning the existing museum network of Kuzbass. The analysis of the rationale for creating the cultural cluster in Kemerovo region, its role in functioning the existing museum network of Kuzbass was based on an analysis of scientific papers, which consider clustering the creative industries and cultural institutions from the position of a positive effect for the socio-economic development of the region. The main research methods were the analysis of cultural, socio-economic, pedagogical literature and legal acts in the field of culture, observation of the ongoing process in government bodies. The article discusses the concept of “cultural cluster,” main regulatory documents relating to the creation of a cultural cluster in Kuzbass, distinctive features of cultural clusters and their role in the existing museum network of Kuzbass, problems existing in the functioning of the museum network in the region. The article describes the museum network of Kemerovo region, its state and prospects for joining the cluster. As a result of the study, the main risks of creating the cultural cluster in Kuzbass, and the problem of the lack of research on the effectiveness of the existing museum network of the region in relation to the social standards and norms of museums from the Ministry of Culture of the Russian Federation are highlighted and examined.
